Driving True Transformation: Ethical B-BBEE

16 January 2025 40

Dean brings a unique perspective shaped by years in employee development, HR, and skills planning, which ultimately led him to B-BBEE consulting, a field he believes has untapped potential to drive socioeconomic change.

From retail management to business transformation
Dean’s journey began in retail, managing teams at a petrol station before moving into HR, training, and career path planning. His transition to skills development facilitation introduced him to employment equity legislation and B-BBEE, a space he discovered could make a significant difference for both employees and businesses. Today, at Fairos, Dean leverages this background to help organisations design strategies that not only achieve compliance but also foster employee growth and long-term sustainability.

Fairos: Bringing ethics back to B-BBEE consulting
Founded in 2010, Fairos set out to challenge the lack of transparency and practical guidance in the B-BBEE industry. Many companies faced reactive, costly compliance efforts due to unclear regulations and poor advice. Fairos takes a different approach: ensuring every stakeholder benefits, making B-BBEE a tool for genuine development rather than a tick-box exercise.

“We believe in getting clients the best result in the most cost-effective way,” Dean says, “but we also believe transformation should uplift employees and communities, not just secure a piece of paper”.

The role of a B-BBEE consultant
Dean explains that a consultant’s job is multi-faceted: analysing financials, forecasting, designing implementation plans, and preparing the portfolio of evidence for verification. Unlike verification agents, consultants focus on strategy and execution, while independent auditors review and issue the final certificate. This separation is essential to maintain impartiality, similar to the distinction between a bookkeeper and a financial auditor.

However, the role carries weighty responsibility. “You advise clients to spend huge amounts of money on projects and initiatives, but you only know if you’re right at the end of the financial year,” Dean admits. “If you’re wrong, everything they invested could be lost”.

Demystifying B-BBEE: Beyond misconceptions
One of the biggest hurdles Dean faces is misinformation. Many business owners wrongly believe they must hand over 51% of their company to achieve compliance. In reality, B-BBEE is about structured initiatives across ownership, skills development, procurement, and socioeconomic contributions, each contributing to an overall score.

Companies must view B-BBEE as an opportunity—not a burden—to access new markets, retain clients, and build a skilled workforce while fostering trust within their communities.

The future of B-BBEE in South Africa
Dean believes that if implemented with the right intentions, B-BBEE can solve many of South Africa’s current challenges: unemployment, inequality, and lack of skills. However, it requires businesses to stop seeing compliance as a cost and start viewing it as a shared responsibility to build a stronger economy and society.

He envisions a future where transformation initiatives are not just legal obligations but part of a company’s identity, earning public trust while creating recruitment pipelines, building new suppliers, and unlocking growth opportunities for all stakeholders.

How Fairos helps businesses maximise impact
Fairos works with clients across all sectors, aligning B-BBEE strategies with real business goals. This includes:

  • Skills Development: Addressing talent gaps and training future employees.
  • Enterprise and Supplier Development: Closing market gaps with emerging black-owned suppliers.
  • Socioeconomic Development: Creating community projects that build brand loyalty and genuine upliftment.

By finding value beyond the certificate, Fairos helps businesses see transformation as an investment with measurable returns.

Final thoughts
Dean White’s message is clear: B-BBEE is more than compliance, it’s a chance to rebuild trust between businesses and communities while driving sustainable growth. Through ethical consulting, careful planning, and a focus on people, companies can turn transformation from a challenge into a competitive advantage.
